Refund

I sold my home in January and went to closing in March. At the table we were told that the buyers could not transfer their gas utilities to their name until we had paid the last portion of our gas. We had mailed in our march payment, but because it had not been posted they made us pay again over the phone. The Washington gas rep told us we would be refunded for any amount we had over paid. We have been calling them with a request of the refund and each time we get the same answer. Your refund is in the mail it will take 4-6 weeks to process. This has been since March and it is now December and we have yet to receive our $289.00 refund from them. Can someone please help with this. Aparently they closed our account even though they still owed us they decided to close it and never refund us back.
