Isn't this stealing money from consumers?

I purchased a Croft & Barrow Hooded Stadium Coat online from Kohls in XLarge at a price of $84.00 plus tax. Since the coat was made in Vietnam and people are smaller, the XLarge was probably about a Medium in our country. Therefore, I returned the coat and asked for an exchange to an XXLarge which they did not have. I then asked for a credit voucher for $84.00 to spend in the store. The lady in Returns rang it up and said the coat was now on sale for $56.00 and they could only give me $56.00 plus tax. I refused to accept that and she said, did you make the purchase with a credit card and I said, yes. She said I can credit your credit card back for the full amount and I agreed. I was absolutely appalled to think they were in my estimation going to "steal" $28.00 from me for making this purchase. I was smart enough not to let them get away with this but I am concerned about people returning gifts they never bought and settling for a much smaller amount of cold cash! I had made up my mind I was not going to leave the store without a FULL refund. I will never, ever shop Kohls again.
