Sent me a check for $4,577.93 to cover the 3.8% federal tax on my winnings of $100,000. I was able to cash the check but then it came back and now i owe the bank all that money

I was sent in the mail a check in the amount of $ 4,577.93 to cover the federal taxes on the $100,000 i won. I deposited the check and the next day i went to the bank and was able to withdraw from my savings $4500. I only had. 79 in the bank the day before. So i figured the check cleared. The bank gave me the money, and i went to money gram and sent $3800 to a woman named Jenny Nanne at 270 Madison Ave. Ny ny 10016. And went home and called back the number on the letter 1-647-878-3791 to give them the receipt # and the man on the phone (his name was sean peter), said they would send me the remaining $95,000 fed ex and that i had to be home when they arrived to give me the certified check. Well no money came and the bank sent me letter saying the there was no funds to back the check up. I now owe the bank $4500 and look like a big fool.
