Threatening collections

On jones told me i was frauding the power co. This started some time in july or august of this year. Because i had to move in with my daughter when i could not afford to live on my own. Yes i owe a power bill i have asked for assistance from the state to help pay it. Ron jones has threatened my daughter with having her service turned off because of my bill. Also he informed me he was an ex-cop and because of the homeland security bill he had the right to do what ever he wanted. I am a disabled vet and on medication for depression. Also i live on money fron va and social security. I want to know how this man can harrass me as much as he is doing and how he can speak to me like he has. He has as much as called me a liar and a crimnal, who frauds people. Does the power company have the right to do this. Also he has discussed this with my daughter's land lord. I thought companies couldn't discuss your accounts with other people.
