They owe me over $1000 and will not refund money

I ordered a computer from these guys and made the 13 payments they say to make before they send you a computer and have not received anything. I called them and asked what the hold up was and they kept telling me that it was about ready to ship. I finally told them I was tired of waiting and that I wanted a refund they told me that I can only get an in house credit that they don't give refunds on anything. I asked to speak to a manager and they said that the managers were not allowed to come to the phone. I really want this money back. What can I do?
