Contract Labor - Company should not be allowed to do business

We hired H&H Fiberglass to paint one of your customers boat bottom. He came a pick up boat for repair. When he return the boat - the bottom had not been painted - only a two foot section. He also had overspray on trailer. This boat was never removed from the trailer to paint - nor was the work hired for completed. I have tried for several weeks to contact H&H. They do not answer their phone. We have sent a certifed letter to the above address - it was returned. I have two different addresses I have forwared letter to with no response as of yet.
