Held my earned eBay sales money up to 21 days

I'm a member of eBay. I'm also a member of PayPal. I sell items on eBay. The winning bidder has PayPal and pays me for the item and shipping. PayPal takes the money, "all of it!" Then it says I need to ship the item and pay for shipping out of my own pocket. I have to send an item to someone I've never met and wait...
Who are these two companies to do this to me and to us? These are our items. This is money that we earned! I pay for listings and always give eBay and PayPal their fair cut. I have to, no matter what! Then they keep the money for up to 21 days, while it builds interest in their account.
I've heard of scams on eBay and PayPal. But I never thought they would scam the whole world at once! Holy cow! Is this not the best scam ever?
We do all the work: we buy, build and create our own items to sell. We pay for listings and money transfer rates. Then we get told, "You will get your money when we see fit. If at all! Deal with it!"
Make a stand. Don't get scammed. Together, united, we can be heard.
