Please do not waste any of your time dealing with these people. There are legit job search engines who advertise while performing and fulfilling thier stated purpose (Monster.com, Hotjobs.com, etc.), but this company does not fall into that category. You know your job market. If the pay for packing boxes is $20 USD/hour, you know better. Apparently, the person or persons responsible for wasting our time has realized this major flaw and is attempting to adjust; nonetheless, they are still sloppy.

I have recently found employment through a local engine (JaxJobs.com). There were ads ranging from cable tv service, to auto repair service, to (yes) online universities, yet the perceived service was provided. It's fair trade. I let you browse my employer database and submit your resume to solid prospects.in turn, you view my ads until you find the skip button. Cool, someone has to pay for it.

On the other hand, when you offer a consumer a product or service in return for something you want from that consumer knowing you have niether the plans no ability to fulfill your end of the bargain is theft - plain and simple. Do not allow these people to steal your time and effort. Times are tough, and job searches can be weary and time consuming. Steer away from these people and those like them. Good luck-you will eventually find what it is you are looking for.
