Paypal $5 rip off for your password

I have been fighting with pay pal back and forth for a week now and my funds are getting eaten alive by their instructions to get a new password. It doesn even ask my security questions it just charges me and i have to wait 3-5 days for my letter that i might get! Its very frustrating especially when people are sending me money by pay pal, what a ripp off!!! Help me!!!
