Scammed by bank issuing secured credit card

I opened an Orchard Bank secured credit card account in January. The purpose of establishing the account was to establish payment history to improve my credit and to upgrade to an unsecured card. I researched all secured credit cards options from bankrate.com. After reviewing all possible options, I chose Orchard Bank because of their claim to offer consumers the option to upgrade their account status to unsecured status should the consumer keep good payment status on the account.

By September I contacted an account manager concerning my account to determine a possible date to request an account upgrade. I was told that Orchard Bank no longer offers this benefit to its consumers. I did not receive a statement concerning this issue and was advised by the representative to close the account if I was unsatisfied with the card or apply for another HSBC card with that offers a higher credit limit.

A new credit card holder should not close credit card accounts when looking to establish his or her credit. Furthermore, why would anyone with good sense apply for another credit card with the same bank that ripped him/her off? As a result, I am a very unhappy customer stuck with a secured credit card with a marginal credit limit that I deposited into the account and thus very limited buying power.
