Employee's abusing drugs on site

I have witnessed safeway employees abusing drugs on site, in the parking lot of safeway. Why doesn't safeway do random drug testing? I find this extreme, but look at the low life scum bags who work for Safeway. I don't shop there anymore. I shop at Lucky's now.
