Wants to send me a puppy but wants me to send $145.00 first for shipping. Is he legit?

And it sounded like the same scan but with a different name Edwige answered an ad i had on the internet about adopting a boxer puppy. He sent me pictures of 2 and told me all ihad to do was send him $145.00 per dog for shipping first.

I told him my niece worked for the airlines and i could probably ship them for a lot less but he said i had to send him a Money Gram Transfer of Funds first and he would ship them right away. Does sound legit? I read case #349533 and it sounded like the same scam but with a different name. Same city Douala in Cameroon.
