Consumer rip-off fraud

I got an acceptance certificate stating that 'you are guaranteed approval for a Consumer First Platinum Card with a credit line of $ 5,000.00. This is not a 'maybe'. We have already reserved a card in your name'.

I had to pay $ 45.00 which was cashed, but I never got the credit card. There is also no phone number where Consumer First can be contacted.
