I have been following the postings by various consumers on the deceptive billing practices by USBI as third-party billing agency for companies such as VoiceLink Int'l. What you can do: file a complaint with the FCC, FTC and your state's Attorney General office.

I did and received a letter from my (California) state AG's office saying that although they can't handle individual claims against companies such as USBI, they will track it and encourage more people to file complaints against those companies.

The California AG's office, like many other states, compile these complaints and when they have enough, they take steps to start a Class Action Law suit.

But, this isn't limited to California. Usually Class Action Law suits are filed by AG's from more than one state; that's why you should file a complaint.
It's easier than you think: the FCC & FTC have online links to file online complaints, as do most states AG's offices.

Once I filed all my complaints, the state issued a written letter asking me to provide documentation along with a letter outlining my case. I provided them a copy of my phone bill, a non-verbatim statement of my conversation with AT&T (my phone carrier) and a description of how and how often I attempted to contact USBI and VoiceLink to correct this problem and have their charge refunded to my telephone bill. All it cost me was a few minutes of my time and a 49-cent stamp.
