Fraudulently billing sellers for cancelled services, particularly Marketplace Pro

Recently I logged onto a little used eBay account to discover that eBay was billing me $24.99 monthly for a service (Marketplace Pro) which I had cancelled months ago (twice).in an instant message customer service conversation (which I recorded), eBay acknowledged that, yes, their records indicated that I had cancelled the service months ago and stated that I would not be billed again for it. When I requested a refund, I was told that the best that they could do would be two months credit.

When I went to the eBay message boards to alert other sellers to keep an eye on their accounts, I learned that this practice is quite common with eBay. Apparently, due to seriously declining sales, eBay is attempting to beef up their numbers to stockholders by fraudulently billing sellers for services that they have cancelled (or, according to other sellers, been UNABLE to cancel).
