Stole money from my child!

A teenage boy knocked on my door selling magazine subscriptions as a fundraiser.
Gave him a $42 check for an ESPN subscription.
Never saw the magazine. Called the phone number on the slip he gave me and was told that I would be receiving it in eight weeks.
Nothing.
Called again; this time not even an answered phone on their end. So I "Googled" their name to see if there was a website.
Painful to see that it is just a scam and that $42 is now gone.
"WHY?" has no one busted these people for stealing from innocent folks believing they are helping support a kids sports team...
