Pay for background check and 'security card'?

My eighteen year old daughter applied to work there, and is supposed to start work on next Tuesday (the 27th). She was told she would have to pay for the background check and 'security card'. I know I'm 'old hat' but since when is it legitimate to have to PAY to work - these items are not necessarily relavent to the job.
