Sam/Sang-Yeob Byun Home remodeling contractor runs away with one-third of project cost and leaves water logged trenches around the house

This home remodeling contractor was referred to me by a friend. I signed up with him for our project and paid 30000 dollars to start the work. We waited for three months to get the construction drawings from him so that he could apply for county permits after we approve them. He dug up deep trenches around my house and left. He did not deliver anything and is absconding with our money. We found out that he is not even licensed in Maryland.
