Seller payment not released even after 90 days

My account was suspended in January 14th. Today is the 6th of May. I have still not been paid. They are holding $700 in payments. They asked me to fax driver's license, proof of address etc After I sent the fax, they confirmed taht they recived the fax. Till now they did not pay. It has been so long. It has become their business policy to defraud sellers of their hard-earned money.
