Just before good friday they cut utitlities and have no recourse&tell me?

Just before Good Friday they cut off my utitlities and just paid them - cannot be without, when the 26th of march they assess 30.00 and to re-hook, real cheezy and they are not regulated. Can I civilly go after them?
