The State Of Illinois Dept. Of Human Services, ORS, DORS After using an ~80% federal subsidy to pay for my UIUC degree, Illinois DORS illegally segregated my 'mental disability' to ONLY Illinois, counter to RA & ADA Title II!

After changing its name to ORS, DHS, Illinois DORS appropriated an ~80% federal subsidy, to pay for ALL of my final 3 years of Business at the University of Illinois in Urbana/Champaign! I started out in UIUC Business as a freshman in 1987, on a 'Child of Veteran' scholarship, before I suffered a Traumatic Brain Injury in an auto accident. (My TBI was different, but my recovery was fairly similar to the 1991 movie, Regarding Henry, starring Harrison Ford, he/I remained intelligent, but our judgment was skewed.) The Illinois GOP just ignored many different federal mandates, so an appointed, and a former employee named Carl Suter illegaly had an intern compose this 1992 ADA Title II 'self-eval.' mandate This mandate gave my 'mental disability' the same rights as every other normal thinking UIUC graduate, of a 'national placement scope!'

I came from southern Illinois, so UIUC Business told me to proliferate St. Louis, MO versus the distant Mattoon, IL is from Chicago! So I did, and I found a 1st Annual St. Louis, MO disability Career Fair, and a job prospect with the City of St. Louis, but my Illinois DORS counselor could only retort, "St. Louis (Jeff) is not in Illinois, so I can't help you!" I've learned this was despite his 'primary obligation' to help me nationally, and despite his use of federal money, so I became illegally segregated away from St. Louis, MO by the Mississippi WALL!

After graduating from UIUC business, my TBI has been able to 'acquire' SO much more, but I would need an inquiry from a 'veteran' lawyer first, as opposed to a recent law school graduate!
