Send notification that I am pre approved for credit 6,500. That I cannot opt out and they will deduct 200.00 from my account

All of the numbers they offer to call even to opt out they are asking for your personal informaiton. I don't know what to do with this they imply they will charge me 200.00 no matter what I do.
