Credit service division ripoff

I got a call one day and they said I got "pre-approved" for a credit card also it will build my credit fast all that they needed a payment for $300. I gave my account number and i am lucky because they sent me a card but it has no any major credit card symbol on it. I was wondering if this is a credit card or what, i searched it on the internet and i saw a rip-off site about this credit service division.
