Pacific Webworks AKA PW/E Auctions Charged me $49.90 and they can't even tell me why Salt Lake City 84101

Not sure who they are or what they are doing - other than charging people a lot of money for things they didn't order
They claim I ordered something from them but I have no idea who they are and they never sent me anything
They say that I can activate my membership but I think they show that I never logged onto their site so clearly I'm not a member.
They will not refund my money without a police report. What would a police report say? That they charged my account without asking me or providing any service or product? As if I have hours to spend on that too.
I called American Express who credited me for the charge. When I told them that I was told that AMEX already paid them for this and there would be no refund, the AMEC rep said, "We'll just see about that." Gotta love AMEX. What would I do without them?
