Deadbeat Dad - works for cash to avoid paying child support, does not file taxes

My ex, Robert Chabot owes over $8,000 in child support, around $2000 in his portion of medical and dental bills for our 2 daughters. He works for cash to avoid paying child support and does not file taxes. For two years I worked two jobs to support my daughters, while he didn't pay a penny. We lived in an apartment complex that had drug busts daily and 2 murders while we lived there for three years. He puts his property in family members names so it cannot be seized. I want to know if anyone can help. The state doesn't do much, why can't his social security be seized? Why doesn't he get held accountable? Is there anyone or anything that can help?
