Fraudulent forced sale

All American Hot Dog Cart owner claimed he was selling me a brand new New Yorker for $3000 delivered. Upon taking my credit card information he called me back saying that they sent me a better cart with a deep fryer and grill by accident but he would give it to me for $4000. I told him I was not intrested and to send me what I had ordered but he claimed it was too late b/c it was already sent. I refused to sign the authorization form and told him when the cart arrives to have it sent back. Louie (the owner) said it was to expensive to have shipped back and would not pick up the cart. I was stuck with a cart that I did not want and also got screwed for the cost. He is a crook and a liar who forces unwanted sales to individuals after they are already vulnerable due to him having their credit card information. After discussing this with my Visa company they said that b/c this is a phone order that he does not need a signed authorization. Do notgive him your information and do not purchase from this scammer!
