Did not send material in offer after I paid for the shipping $27.00

I went to this web page describing self defence arts, which had an offer, several cds of methods and several manuals which looked like a pretty big stack of knowledge. Just pay for the shipping $27.00 and he will send you the cd's and the manuals.

Ok I paid for the shipping and after several weeks still no cd's or manuals, all I recieved was another offer to buy some more free training just for the shipping. I replied with several emails each time they sent me another offer explaining that I had already paid but that I had not recieved anything in return, not even a thank you note or the like.

I have been unable to recieve any thing in the way of email other than yet another offer to buy some more training. I have not asked for my money back just that i would like the cd's and the manuals.
