Making charges on credit card. Didn't receive book that was ordered but charge monthly fees

Ordered natural cures book back in april, didn't receive it, but still being charged small amounts (between $ 6-8 per transaction) on credit card. Called to ask why and was told computers were down couldn't do anything for me. Also when calling you are put on hold at least 20 mins.
I was to be charged $9.99 per book for 2 books and the credit card statement shows $37.76 $26.89 in smaller amounts.
