Repair work not done took money ripoff

He was to do $21,000 work, took $10,500 down payment tore everything apart put in 6 new windows and was to do fireplace mantle, repair chimney, replace 4 smaller windows, sliding door, and other items.

Stalled for time stateing windows on order, 6 months no action and to this date nothing has happened tried to report it to police here but need more info like a photo of them
