Dead beat dad 45,000 dollars on child support

I have 4 children with this man from a marriage gone bad he was ordered to pay child-support in 2003 (he now owes me 45,270.00) in arrears. New Jersey probation has issued warrants and he moved to Pennsylvania. It took NJ 6 months to transfer my case to PA and then another 6 months for PA to pick him up. They released him with a 270.00 payment and a promise to pay. Upon his release, William then moved to the state of New York. Now goes the transfer process again.

William has 6 other kids besides mine and continues to neglect his responsibility. 3 of the children were taken into state custody and William was forced to relinquish his parental rights.By my understanding, there is a newborn living in the household now.
