Rip Off

I am so sick of people "creating" companies in order to rip people off. Although I have been blessed not to have given any money to this company, I have a close friend that did and I am upset for her. What does the consumer do to get rid of these companies? Numerous complaints are made and filed against these companies, yet they still continue to rip people off daily (sometimes hourly). What gives?
