Dishonest Illegal Practices Don dis-honest RIPoff

We rented from Clocktower apartment for about 2 years. First apartment we received extreme mold on the walls due improper building construction. After talking with a neighbor we found our the prior resident had the same problem, and it was never fixed prior to moving us in.in our third apartment we were placed at in short notice. At which point when we moved in we got a dog. We agreed verbally on a 300 dollar pet deposit. With no notice Don, the manager decided to add a security deposit that we originally signed a lease with the deposit marked as 0. Don stated we owed money on the deposit, and when faced with the lease he stated "It doesn't matter, It is our policy everybody pays it" Although we had a legal document we were forced to pay it due to fear of eviction.

Upon move out, we gave a 30 day notice and moved out 2 weeks later. We all agreed that if a resident was to be moved in prior to the 30 days we would recieve credit for the rent. The last day I got the mail at the apartment I found a PGE Bill for a new resident who was taking over the apartment. Still, no credit was wrote and he collected rent from two residents. We then later got forwarded a bill, originally sent to the wrong address, for extreme charges. The day I finally got the bill I left a message for Don to call me to discuss this bill. I didn't recieve a call to the following Sunday. The bill we were charged for 6 hours of cleaning, and painting. Keep in mind we moved into the apartment before they painted it from the previous resident. Carpet replacement due to dog urine, keep in mind we moved into the apartment with stains and CAT urine that was never cleaned.

All of which I marked on the pre-move in inspection sheet. When I called back, Don was unable to talk to me, so I talked to his assistant. She told me we were out of luck on the bill, and had to pay it. After stating the conditions we moved in on, she stated they has 10 years to replace the carpet. Our of fear for my credit score and intimidation of it being sent to collections, I requested if I could make payments, because I could not pay such a bill in one lump sum. I was then told I had to pay it in full today, because I didn't call in 15 days prior to the notice being sent out. I stated they sent it to the wrong address and I called as soon as I got it, and Don failed to call me back. She stated it wasn't her problem, and I was responsiable, although I gave them my new address as soon as I moved out. Also, in the first apartment we requested our maintenance records due to the mold, and we were recieved one request.

All others went missing, even though we were certain we had move requests because they performed more maintenance then just one, which makes me believe Don "loses them" to cover himself. Don never knew I knew the previous residents of the apartment we moved into, who I can get proof they charged them for carpet replacement as well, but never replaced it. Don has also pulled same scams on my sister who was a resident and was forced to move out because of Don's management. Don seems to scam residents for additional money and profit, and uses their fears of eviction and credit scores against them.
