Sub-meter billing, overcharge utilities, deduct from security deposit ripoff

Chelsea Apartments uses sub-meter billing for utilities. I did not live in my apartment the last 3 months of my lease, however I was still billed over 1500 gal./month for utility (sewer and water) usage. Chelsea Apartments automatically deducts these charges from your security deposit and refused to refund these overcharges, even after I sent them copies of their billings and I had even returned my keys 25 days before the end of my lease. I was still billed for 1500 gal. Usage for a 2 week period when I did not even hold my keys.

I wonder during my lease how much I was overbilled. You basically have no recourse since they take the money out of your security deposit for the utility bill.
