Con artists Ripoff

This company keeps calling saying they are our toner supplier and that its time for a toner shipment. If one of our employees ok's the shipment they send a huge bill and then refuse to let us return the shipment.
They continue to call every two weeks trying to con someone at our company. I can't get them to stop calling nor can I get anyone to answer the phone at their company.

Everytime they call I tell them to stop calling and to take us off their call list. They then hang up on me and call back 2 weeks later. This has been going on for a year and a half.
