Rip off consumers, send me bad check, not available for contact d.C

I have done advertising for a couple of years for Terry Newborn/Capitol Publishing Inc. Capitol Publishing is a so-called Free Government Grant business. Terry started off being a really great customer but as time went on he would tell me that someone had stolen his credit card and he would have to send me a check for his ads. Then he kept getting farther and farther behind in payment until I finally had to cut him off from placing anymore ads. He still owed me $100. When I received a check that was returned from the bank. When I emailed him the first thing he said was that I had received payment 3 times by submitting the check for payment. I told him that the bank submits the check, not me. He then said I had altered the amount on the check and he was going to sue me. Now he will not even answer my emails. I have tried to call the ph. Numbers that he would place in his ads, but you only get recordings when you call them. The recordings will tell you to say your name, address and city, state and zip. Then it ask for your credit card number and exp. Date. I may lose the money from the check but at least I am letting the public know not to give this person their information.
