Filed a complaint against Rich Perlman and CAPITOL CONSTRUCTION DEVELOPMENT OF ALTAMONTE SPRINGS, FLORIDA only to have RICH PERLMAN keep my deposit of nearly $3000.00 and in addition showed up while I was away from home and stole the tiles out of my yard.
