Illegal charges on phone bill Ripoff

I have been charged $16.33 per month by this Answerstop voicemail in the past 3 months without any notice. I have never signed up for this kind of service. I haven't received any notice from phone provider-SBC either.
When I called the phone number, someone from ESBI answered the call. Not sure ESBI and Answerstop Voicemail are the same company or not.
I think this is theft and this company should be published.

SBC, as a provider, does not verify the service when 3rd party pass the charges, should also be warned.
