Ripoff

I ordered the Vacuum off the TV and was told it would be in three payments of $39.95 and I would receive a free one. I also paid to get it in five business days. It has been three weeks and I have received nothing and the toll free number I call is constantly busy, as if it is off the hook. I want my money back Now.
