New York's Child Support ripoff

N.Y.S. Child support took money out of my federal income tax and my state tax for back child support that i dont owe they said i would get it back in about 4 to 5 months they are not sure but they owed me 59.00 before taking the money out of my taxes they want me to be a week ahead so they know that the money is there i dont have a problem paying for my children i see my kids everyday and i feed them here and still pay child support what can be done to make these people do their paper work right and take care of fathers that are not dead beat dads.
