Ripoff dead beat dad only cares about himself

I'm 14 years. Aged and Albert Brantley is my dead-beat father. I've haven't observed one-child help check from him in more than 4 years. He's operating in the regulation to prevent spending child support. Our mom and that I are hardly rendering it on her behalf check alone.
