Ripoff ALREADY had MY account information when they called ME anyone know how

My husband answered the phone it was a man with a very heavy accent. This man said we were entitled to $12,500 because we are us citizens, 18 years or over, and had paid our taxes. My husband handed the phone to me after the man had proceeded to tell him according to the governments information we bank at Bank of America.
When I got on the phone I listened in obvious disbelief. He went on to recite my husbands account number which neither of us had given to him, I became horrified how did he get this information (?).

He then went on to say I needed to be transferred to the verification line, at which time I hung up on him.
He called back to ask what the problem was and I told him I was a little freaked out that he knew our account number, he told me to trust him and answer YES to all of the recorded questions I was about to be transferred to. I hung up again.

YEP, he called back. I told him if there was really a check for us he could mail it, I would not be saying yes to anything regarding our account.

Well, despite much thought, we did not close this account and here we are a week later and somehow without our verification they just ran a draft against our account.
Please listen these people suck. I still have no idea where they got our account number.
