Ripoff he said i needed to watch my language that he was a government employee

I got 2 calls today from the number 866-8006 on my cell phone. Im not sure how they got my number but they did. The first was from a lady with a foreign accent. She asked if i was the owner of the number and then said i was eligible for a government grant that i didn;t have to pay back. I didn't even listen to the rest. The second was a guy. When i picked up the phone I said what the hell do you want. And he said i needed to watch my language that he was a government employee. He had the same accent as the previous caller so of course i asked of what country. Helaughedd at me an then asked me where i wanted to F*@$#, at my work or his. I then hung up and checked the internet for the phone number and ended up writing this. I just want to know, if anyone can tell me, how they got my phone number.
