False promise of a credit card that never comes

I got duped like everyone else. I got a phone call from a man telling me that I qualified for a credit card with a $2500 limit. It was part of some credit rebuilding program. I should have questioned him some more because my credit wasn't all that bad.
The catch was that because there was supposedly no interest I would have to pay a $369 setup fee. Being so naive at the time I agreed and the money was removed from my account promptly. That was the only thing that happened promptly. I didn't receive the credit card when promised and when I finally did get a package there was no credit card to be found.
I did however, get a lovely discount travel club package with discounts I will never use and a credit card application. Looking at the other usacomplaints.com, I know that even if I would have sent it in I wouldn't have gotten a card. This of course happened after 60 days so I can't even dispute the charge.
Every time I called I got a busy signal and now recently the customer service number is no longer accepting inbound calls. I really feel like an idiot because I felt like something was wrong sooner and I reall should have done something then. If anybody has any suggestions I am all ears and I'm willing to do whatever it takes to get my money back and bury those bastards.
