Apartment Staff Ripoff! No Noise Control after 1 year of complaints

For almost a year now, I have had a problem with my neighbors regarding loud music at all hours. The staff at the front desk has done nothing more than send courtesy officers to the apartment and I think maybe a warning. This music keeps me up at night, prevents me from studying for my medical degree, and is just all around disturbing.

The police officers (on the occasions I have had to call Humble Police Department because the office would not help me) have written tickets, but this has done no good. I am now scared to leave my apartment alone, especially at night, becuase the men who live below me are intimidating and they know it is me calling because I have tried to speak to them before (they don't speak English, apparantly).

I have been dealing with this for almost year and the office staff has basically told me they don't want to help me because I am the only person complaining - essentially it is my fault. I have also had problems regarding repairs.

After I sent an e-mail on 4/3, stating the above exactly, to CNC Investments, John J. Adams, the "Property Superviser", immediately contacted me to set up a meeting. We met at the apartment office two days later. John apologized to me and stated that he would send one of his maintanence men over to the apartment below me (the one causing the most disturbences) and also give letters to the whole building - give him a week to solve the problem.

I was curious as to why he wasn't talking to the people himself with someone to interpret, but I said ok, let's see if this works. It is now the 15th of April, and the music is STILL loud and disturbing. The letter and maintanence man obviously didn't work, no were meant to work, I believe. Nothing has been done, or will be done, it seems, to keep the peace at this apartment complex.

I know it is less expensive to ignore me and not evict the people below me, but CNC/Timbers of Deerbrook is not doing the right thing here. I WOULD NOT recommend this complex or any other CNC complex to anyone.
