Can't send certificate of Completion to Canada

After completeing the course and able to register with an Ontario drivers licence I find out the web site won't allow them to send a certificate to Canada by mail, nor can you use the Fed-Ex express service. What a joke, after spending over 2 hours on hold still not able to help.
