I ordered a Samsung Galaxy 4 phone, paid via paypal. The seller talked back and forth about payment. She also stated that it should only be about 15 days or less since our States are close. Now it is a month and half later and she will not answer any emails or contact at all. Pay pal will not let me dispute due to it being a consumer electronic.
