It was included in our T-mobile bill and I have no idea about this company. I download all free App and never used any service or app from them. I contacted T-mobile before and they said they would stop this service or fee from this company but it kept coming back. The first time was in I have an HTC Sense, I called T-mobile about this fee and they stopped it after 2 consecutive months, $9.99/month. And the second time was in 4/25 with my S3.
