Letters Demanding $26.00 for an Already Paid Old Purchase

I called their phone number to ask questions about my balance statement and asked what the charges were for. They were for old purchases from sometime at the end of last year. I paid it off, and my PayPal account was at zero. I checked my balance on March 6 of this year and again this past week, and it still reads $0.00 USD, but they keep sending me letters to pay for the purchase, which adds up to $26.00 USD.

The operator then asked for my credit card information and bank account information. I didn't give it to him because I knew that's not something you're supposed to do. I believe I am being scammed to pay for this bill again, and I want them to stop sending me these letters and emails to pay for it.

I also cannot unregister my account with them because they say it's not registered, yet they can send me emails about my balance when I can't check it on the "Bill Me Later" website. I just want them to stop sending me these bills and making me pay them when I already have before.
