False Advertisment

I need to withdraw money from an ATM, so I went online to find a ATM in my network. I found a 7-11 store. The website reads "surcharge free ATM". So I went there to withdraw $20. Later that day I looked at my statement online only to find I was charged $1.5 for "ATM Withdrawal Fee ON-US". So I called the bank and was told yes we charged you for using your card at an ATM. Isn't that a surcharge??? This is false advertising!!!
