Charged $11.99 to PayPal after 75-cent domain offer, no refund

They said I could buy one web address at an introductory price of 75 cents. They never sent me to a page to confirm, and I thought I was paying 75 cents. Then they charged my PayPal account $11.99, which I did not have. I had $5, which is what I went in with for the 75 cents. They charged me $11.99, which I did not have, and PayPal tried to get it from my bank. Needless to say, it caused a lot of problems.
When I explained the problem to them they said, "Oh, we are so sorry, but we don't do refunds." Now they say I owe them money and they will not refund my original payment. It is fraud and false advertising at the very least.
